REPORTS TO: SISD Executive Director of Special Education and Director of Special Education & LEA Executive Director of Student Services
GENERAL SUMMARY OF POSITION: The Special Education Director works under the direction of the Saginaw ISD Executive Director of Special Education, the Saginaw ISD Director of Special Education and in conjunction with the LEA Executive Director and Superintendent of Saginaw Public Schools. This position will provide leadership to either elementary or secondary levels that includes, but is not limited to, the administration and management of Special Education Programs and those activities adjunct to Special Education. The LEA Director will support Special Education instructional staff, including evaluation of assigned SISD Special Education Supervisor(s), and support staff within the district. The Director ensures that district programs and services are operating in compliance with special education rules. This position is responsible for ensuring students' IEPs are compliant and legally implemented. The Director is responsible for maximizing student learning outcomes for those students involved in Special Education. The Director will be responsible for oversight of curriculum as it relates to Special Education, and oversight of assessment of students relative to Special Education. The Director must be fully conversant with the state and federal laws pertaining to special education. The Director is responsible for providing quality customer service to the staff and the public in the assigned school district.
ESSENTIAL JOB RESPONSIBILITIES: - Function as the lead Special Education Administrator for Elementary or Secondary for the district in conjunction with Special Education Supervisor(s) and LEA Special Education Administration assigned to the district.
- Administer district Special Education Programs and Services as per the Federal, State, and ISD Special Education Mandates including, but not limited to:
- Development and review of Curriculum as it relates to Students with Disabilities.
- Develop comprehensive programs and services for Special Education Students, aged 0-26.
- Developing and maintaining Special Education Graduation Requirements.
- Implementing Transition Requirements for Special Education.
- Developing and implementing appropriate pre-referral and referral systems for Special Education.
- Developing needs assessments and high-quality professional development for Special Education Staff.
- Assist Special Education Teachers in the selection, procurement, and dissemination of materials designed for use with students with disabilities.
- Provide oversight to, and coaching of, the SISD Special Education Supervisor(s) assigned to the district.
- Assist the Executive Director of Student Services as assigned with the administration of special education teaching and paraprofessional staff, including evaluation of staff including teacher attendance and adherence to special education law requirements, development of improvement plans, and monitoring of professional development activities.
- Inform the Executive Director of Student Services and other district administrators on all relevant special education data, including but not limited to; student attendance, Special Education State Performance Indicator data, Special Education Graduation data, Student attendance data, Suspension and Expulsion data, Special Education child accounting data, and any data related to the Catamaran System.
- Act as the Designee of the Executive Director of Student Services in matters relating to Special Education as permitted in Special Education Rules and Regulations.
- As assigned by the Executive Director of Student Services, support the district in administering the student code of conduct and discipline of students with disabilities, focusing on positive behavioral, social, and emotional development. In addition to the above, support a system to deal with bullying and harassment.
- Provide administrative guidance of Special Education budget/costs under the direction of the Executive Director of Student Services.
- Oversee Individual Educational Plans (IEPs) for students assigned to local district programs and services. This oversight may include attending IEPs, conducting IEPs, ensuring proper implementation of IEPs and procedural issues relative to IEPs.
- Continually monitor and evaluate the District's Special Education Programs and Services for both compliance and quality.
- Assist the Executive Director of Student Services relative to Special Education with corrective actions for monitoring and compliance violations.
- Complete Special Education reports required by the Intermediate School District, State Department of Education, and Federal Office of Education, including but not limited to; Membership count information, State Student Record Reports, Federal Special Education Count Day Reports, Special Education Deviations, Special Education Waivers, etc.
- Assist the Executive Director of Student Services with the recruitment, interviewing and hiring of Special Education staff.
- Keep accurate records of professional activities.
- Function as a liaison with the school staff, community agencies, and professional organizations regarding special education.
- Maintain professional competency by attending meetings, in-services, conferences, workshops and participating in professional organizations.
- Other duties as assigned by the LEA Superintendent, and the SISD Executive Director of Special Education.
- Provide supervision of ancillary staff/services assigned to the district by the SISD Executive Director of Special Education.
- Provide oversight of collaborative programs housed within the assigned district.
REQUIRED QUALIFICATIONS: - Michigan Teacher Certificate with at least one area of endorsement in Special Education.
- Master's Degree in Special Education.
- Full approval as a Director of Special Education in Michigan, or the ability to complete in three years.
- State of Michigan Administrator Certificate or the ability to complete in three years.
- Previous administrative experience as a Supervisor or Director of Special Education is preferred.
- Excellent oral and written communication skills.
- Ability to work well with others as a team member in a collaborative environment.
- Ability to meet the needs of the District to which they are assigned.
