OVERVIEW 

Full-time/Permanent Employee   Location: Wright Patterson AFB (Dayton, OH)

As a Scrum Master II, you will facilitate backlog execution for the Agile and Scrum delivery teams, track development efforts and report team velocity and impediments/challenges to program leadership. Your role will encompass facilitating Scrum planning, helping to continuously manage the product backlog, reporting on the team’s progress to leadership, and ensuring that team members remain productive by assisting with impediments. You will leverage your expertise in Jira and Confluence to design, implement, and maintain Agile management systems — including the setup of Jira boards, creation of Confluence spaces, and the integration of multiple boards into overarching OKR dashboards that support transparency and performance tracking. You will work with the team to develop approaches to solve complex problems, while guiding the team via Agile process to deliver on business and mission goals.

The proposed salary range for this position is $88,650-$132,000. There are a host of factors that can influence final salary including, but not limited to, Federal Government contract labor categories and contract wage rates, relevant prior work experience, specific skills and competencies, geographic location, education, and certifications. RESPONSIBILTIES
  • Coordinate and monitor the Scrum process from initiation to delivery, ensuring adherence to Agile principles 
  • Set up, configure, and maintain Jira boards and Confluence pages, enabling visibility into sprint progress, dependencies, and OKR alignment. 
  • Link separate Jira boards to an overarching OKR or program-level board, ensuring real-time transparency and data consistency across multiple workstreams. 
  • Maintain and manage the product backlog and release plans, ensuring alignment with project objectives 
  • Facilitate productivity by scheduling and leading meetings, such as sprint planning, reviews, retrospectives, while leveraging Jira reports and Confluence summaries for visibility. 
  • Remove impediments that may hinder the team’s progress toward sprint goals 
  • Preserve flexibility and rapidly respond to changes in project requirements or priorities 
  • Serve as a Scrum facilitator, ensuring effective communication and exchange of information within the team 
  • Promote Agile practices, including user story writing, backlog prioritization, and acceptance criteria development, ensuring all artifacts are properly documented in Jira and Confluence. 
  • Perform capacity planning so that sprint work is allocated accurately based on team availability. 
  • Identify and forward to your leadership any opportunities that could lead to growth within your work area. 
  • Ensure all contractual deliverables are met/exceeded to the customer's satisfaction 
  • Completes personal PDP and attend Staff Meeting and Storytime (with camera on) 
  • Performs other related duties as assigned   
KEY QUALIFICATIONS
  • Clearance: Active TS/SCI 
  • Education and Years of Experience: Bachelor’s degree or equivalent experience, with 2-4 years of experience, or a Master’s degree with 0-2 years of experience. 
  • Comprehensive understanding of Agile principles and methodologies, including Scrum, Kanban, and SAFe 
  • Experience developing dashboards and automated reporting in Jira and Confluence to track velocity, burn-downs, and OKR progress. 
  • Demonstrated ability to manage complex projects within an Agile framework 
  • Strong communication, conflict resolution, and customer relationship management skills 
  • Experience with project management in Agile environments using Jira and Confluence for team collaboration, backlog management, and performance tracking
  • Familiarity with Agile practices such as backlog management, sprint planning, and acceptance criteria development 
  • Ability to independently determine and develop solutions to complex problems 
  • Proven track record of facilitating team productivity and removing impediments  
PREFERRED ADDITIONAL QUALIFICATIONS
  • Certifications in one or more of the following: 

Certified Scrum Product Owner (CSPO) 

Agile Certified Product Manager and Product Owner (ACPMPO) 

PMI Agile Certified Practitioner (PMI-ACP) 

  • Advanced knowledge of Agile practices, including user story mapping, release planning, and metrics tracking 
  • Experience managing cross-functional teams and stakeholder relationships 
  • Advanced knowledge with proficiency in Agile project management tools, such as Jira, Trello, or Rally 
  • Strong ability to adapt to changing project requirements and priorities
